It's definitely Tsubasa Tokyo Revelations, a new OVA, but details are too blurry.

People are reporting that you have to buy 3 volumes of Tsubasa (vol 21-23?) mail in coupons to get the DVD. That sounds weird to me. Why would they go through the trouble of creating a new animation only to limit its distribution? (I'm sure it'll be all over the internet anyway) ^_^

I'd be lying if I said I could make out all the kanji, but the top part is talking about how there will be a DVD OVA, Tsubasa Tokyo Revelations, and the bottom part says that you have to send in something from volumes 21-23. I'm pretty sure about this; though I can't make out all the kanji in that last sentence, what I can see says "From now on until volume 23, 3 --- prearrange." So I guess volumes 19-23 will have the coupons in them.
